
At the Port of Rotterdam, Europe’s largest seaport, keeping freight and passengers moving requires a rail network that’s resilient, efficient and ready for the future. Through the Infra op Orde programme, VolkerRail, part of the VolkerWessels group, is delivering critical upgrades to this infrastructure across multiple locations. With shifting sites, personnel, and complex requirements, the team needed a structured approach to communication and issue management.
Autodesk Construction Cloud (ACC) became the digital backbone of the project. Using the Issues module as a central coordination tool, VolkerRail created a consistent, transparent process for flagging, managing, and resolving issues across disciplines and project phases. “We’re working across different sites for years at a time,” explains Enrico Lussi, Rail Designer at VolkerRail. “That makes it essential to store everything in one place and keep track of every detail.”
In earlier projects, issue management often depended on emails, messaging apps, and unstructured documents, making it difficult to maintain oversight. On Infra op Orde, that changed. The Issues module provided a shared environment for tracking and reporting, reducing time spent locating information and enabling faster resolution. VolkerRail has since cut reporting effort by up to 80% and improved issue turnaround times by 60%, based on internal benchmarks.
“Beforehand, a project controller would spend an entire day searching through emails and messages,” says Enrico. “Now it takes a few clicks to generate an up-to-date issues report.”
This level of clarity has been particularly valuable on a programme of such scale. By linking issues directly to specific models or drawings, teams across design, construction, and operations can review status and act with confidence. The ability to collaborate in real time – whether from the office or onsite – has helped reduce delays and create alignment across teams and contractors.
VolkerRail’s work on Infra op Orde also reflects a wider shift across the VolkerWessels group toward consistent, digital-first workflows. With infrastructure projects growing in complexity and pressure mounting to retain expertise as the workforce evolves, standardised tooling helps ensure resilience.

By embedding the Autodesk Construction Cloud platform – and the Issues module in particular – into their daily operations, the team has built a scalable foundation for collaboration and continuous improvement.
